Why should taxpayers foot the bill?

WELL, well what a surprise – United Utilities strike again. I was annoyed but not really shocked to hear about what has happened in Sale (click here).
I am regularly held up by roadworks so I can really sympathise with the people who have to put up with another lot of work outside their houses.
It always seems to be bad timing.
We have roadworks during the holiday or loads going on at different roads at once.
And now they start doing the work after the council’s spent loads of money on the road – don’t they think first?
I, for one, really hope United Utilities pay for this mistake because I don’t see why we the tax-payer have to.
